Carmarthenshire County Council’s technology-enabled care provider awarded by TSA
Carmarthenshire-based company, Llesiant Delta Wellbeing, which provides technology-enabled care (TEC) solutions to support older and vulnerable people to live more independently, has been awarded coveted TSA Quality Standards Framework (QSF) status.
The QSF is an independent audit and certification programme for the TEC sector, regulated by the TEC Services Association (TSA), the industry’s advisory body.
Llesiant Delta Wellbeing, a local authority trading company owned by Carmarthenshire County Council, underwent a rigorous assessment of its services and processes. It is now certified as compliant with all the standards and service delivery modules required for the QSF.
The company’s infrastructure and monitoring platform uses innovative technology to support a range of solutions to care and support needs, including telecare, telehealth, and telemedicine.
The assessment included user and service experience, user safety, effectiveness of service, ethics and continuous improvement and innovation among others. No service improvement needs were identified when the company was audited specifically on its assessment of and installation and monitoring of TEC response services and telehealth monitoring.
The company provides 24-hour community-based support and services to more than 35,000 residents, and a further 15,000, as and when required, across Wales. The service includes alarm monitoring and emergency response for vulnerable residents at home. If a user feels unwell, has a fall, or needs other support, they can touch a button on a wristband or pendant to raise the alarm.
Other services include a 24/7 bilingual Information; Advice and Assistance (IAA) service to ensure individuals have access to the right help and support promoting and maintaining wellbeing and independence; as well as telehealth for Hywel Dda University Health Board, supporting clients in using the latest technologies to monitor and manage their health at home.
The team averages 350 response calls a month and provides ‘emergency bridging’ to support patients in the community with domiciliary care and other needs, helping to free up hospital beds and alleviating ambulance service pressures.
The auditor said: “Whilst it has been a challenging year due to the national situation, business has been well managed and risks fully assessed and mitigated.
“There are many positive outcomes from the last 12 months. The business has been very proactive and progressive in its continued development of existing and innovative new services.”
The report went on to say: “The evidence provided confirms that the leadership team, although impacted by national pressures outside their control, continue to provide a safe, customer-centric and progressive service with many examples of preventive and proactive care and support to the communities they serve.”Achieving TSA Quality Standards Framework (QSF) status demonstrates that Llesiant Delta Wellbeing is delivering high- quality and, safe services. Carmarthenshire County Council’s Cabinet Member for Health and Social Services Cllr Jane Tremlett congratulated the team for continuing to provide a high standard of services.
She said: “This is a great achievement, the report found Llesiant Delta Wellbeing to be compliant with the quality standards in all areas, finding no improvement needed in any of its services.
“This provides reassurance to both clients and their families. Customers are always at the heart of the service, and this is demonstrated throughout the audit report.
“I am extremely proud of the team at Delta for maintaining its exceptionally high standards during what has been a very challenging time with the COVID-19 pandemic and ongoing recruitment issues.
“They provide a vital service which is really making a difference to people’s lives, as well as helping to address the growing demands within the health and social care sector by developing and providing innovative technology-based health solutions and services.”
