Transport for All calls on disabled people to respond to new review of mobility device laws

Transport for All is urging disabled people to share their experiences as it prepares its response to the UK Government’s review of legislation governing powered mobility devices.
The review covers powered wheelchairs, mobility scooters, wheelchair power add-ons and other mobility equipment used by disabled people to travel independently. Transport for All wants to ensure that lived experience sits at the heart of its submission.
Disabled people, whether they use mobility devices or not, are being invited to respond. The organisation acknowledges that proposed changes could affect different groups in different ways, including people with sensory impairments and those with other access requirements.
Particular interest is being taken in how and where devices are used, experiences in public spaces, issues relating to size, weight and speed, the range of equipment currently in use, alternative mobility aids, and concerns around safety and enforcement.
Much of the existing legislation dates back to the 1980s and 1990s, predating many of today’s mobility technologies. As a result, the framework no longer reflects the diversity of equipment now available or the realities disabled people face when navigating public spaces.
Government proposals under consultation examine how mobility devices are classified, where they can legally be used, speed limits, safety requirements, and whether newer forms of equipment, such as power add-ons and adapted cycles, should be included within the law.
The outcome of the review could have significant implications for how, where and what types of mobility equipment disabled people are permitted to use in everyday life.
To ensure the best possible outcome for disabled people, Wheels for Wellbeing are holding a series of free webinars to make sure everyone has the information they need to respond to the consultation.
The webinars are happening on Monday 2 February from 1pm-2pm, Tuesday 3 February from 12pm-1pm, and Thursday 12 February from 6:30pm-7:30pm.
Those that are happy to share their experiences, can contact Transport for All by email by 6 April 2026.
The insights provided will directly shape Transport for All’s response and help to ensure disabled people’s voices are shaping new laws on powered mobility devices.
